Your PC Specs look more than adequate to run Ubuntu.

I had a similar problem with my first burn of the Ubuntu 6.10 live cd. It would start loading the OS, then hang up with some odd errors. I ended up downloading the file again and burning it at a slower speed and it worked just fine on the same computer.

Do what Kevin said plus check and make sure that you have the right version for your system. X86 or 64bit system. (I would run the 64bit version) They also have a dvd iso version of ubuntu that you can download. If it doesn't work, try running it from vmware. (www.vmware.com) That way you get to try out the os and do a test install with your system to see if it will run ok.
