You can make the charms from polymer clay, and make them any size, color(s), or look you want.

You can buy kits at Michael's or other craft supply stores.
I didn't use a kit myself. Instead, I bought large hoops that were manufactured as jewelry findings and a container the size of a margarine tub of charms or beads. Put a charm on a hoop and use a needle-nose pliers to bend the tip of the hoop so it will interlock with the loop at the other end of hte hoop. Voila! a wine glass charm.

Type in "free wine glass charm instructions", and see what site you like. I think you have a very "charming" idea for your guest's glasses.
