Yes, the United States, and so far as I know, most if not all other countries recognize marriages performed in other countries.
If this were not the case, one could "divorce" their spouse simply by moving to another country and every immigrant couple would be compelled to re-marry upon arriving in the US, if they wanted to remain married!

I have a relative here in the USA who married a Mexican man who already had a wife and children in Mexico. She was told by her lawyer that she had to get a quick annullment since he was already legally married.

It is a legal marriage and it would not be legal to marry someone else and you could go to jail, not to mention what wife number one would do to you.

In the context of governmental rights, that person could marry another in the USA provided they do not try to claim benefits for the previous spouse.
