The hardest element is Titanium. Diamond is the hardest & purest but it is not found as in abundance as Titanium.
Diamond is the purest form of carbon with no impurities but they are rare compared to other carbon forms in the mines including peat, anthracite etc. Pure titanium is found in abundance. So according to hardness it's Diamond but it's considered Titanium because it's in larger quantity.

In 1822, a German mineralogist , Friedrich Moh came up with a way to classify a mineral by how hard it is. Moh's scale of hardness takes 10 most common minerals on earth and ranks them by their hardness.

First off, diamaonds aren't elements. Diamond is made of carbon, just like the 'lead' in your pencil. Second, diamond is not the hardest substance on earth, it's just one of the harder natural materials on earth. Third, lots of things can scratch diamonds, sand, dirt, dust, even water can scratch diamonds.
