In Canada, the tax rebate forms are at the airport where foreign visitors can conveniently fill them out before their flight home.

Okay, as far as I am aware, you must request the exemption at time of purchase, and there isn't a form for state sales tax refund. I could definitely be wrong, but I have researched this before and found nothing. I lived in one of the few states without a state sales tax, and when I would travel to a state with a tax, I would request tax exemption at the time of the purchase, and have to fill out forms each time, then I wasn't charged the tax. I don't know if Canadians can do the same.

Also, the Canadian refund for visitors is only on GST, not PST, unless I am mistaken. The U.S. does not have a similar National Sales Tax.

I will continue to look into this, but so far have found no details on either state or federal level websites. you may need to call the Virginia State Tax Dept. for direct information about this.
