is there any software that can improve the overall picture quality of a movie or movie clips?

im not looking for a video editing program. i just want better picture quality. is there any software that can transform a dark and choppy video clip that is hard to see and make it clearer and brighter? i dont expect perfection but i would like some improvement. has anyone used any programs for the same thing? thank you.

I use MediaCoder...for my PSP...for videos that look terrible after being turned into mpeg 4's. Two windows open up when I am encoding to my PSP...and on the second window there is a box to be checked on the lower right hand corner that says "Enhance". It works. Not miracles...but it works.
You may find it will do the same for avi files. Best I know of at the moment.
