how come in anime-eden.com and vnmanga.com only have 12 volumes of fushigi yuugi?

there are about 16 volumes as i know of fushigi yuugi. but how come they only have 12?

Could be that who ever uploaded/uploads the series hasn't gotten to the last few volumes yet and that's why they haven't.

Because that manga is licensed and you should be paying an actual store to read them. Try your local library, maybe you'll get lucky.
