Why do you repeat the same questions page after page it seems you could streamline and have a better site if this was eliminated, also many Questions are inane and poorly transcribed doesn't anyone edit this site?

No, no one does. Do you see how you were just able to ask a questions and have it automatically appear? The same goes for everyone else - any one can ask whatever they want, no matter how redundant or poorly phrased.
Offensive questions can be reported and deleted, but there's no monitoring system prior to the questions appearing - with such a large site, that would simply be impractical. However, that does unfortunately lead to the inconveniences you've oultined above.
