It depends on whether the US government issues passports to convicted felons.
I don't recall any checks being made by Philippines Immigration.
Take Michael-the-mole's advice about the jails-I have visited one and it ain't pretty. The one's in the US would be like ****Hotels.

As long as you have a valid passport, you can enter without a visa for up to 21 days - no-one at immigration will ask you about your past. Mike - UK Travel Agent.

PS. But behave - the jails are not very pleasant (unless you have plenty of money!)

Yes, 100% you can. A good friend of mine (balikbayan) just came back and he not only has a felony, he still is on parol. Visiting is a non-issue. If you were seeking residency, that may be an issue. Otherwise there is no problem.

Not really sure, but if you have a valid passport, anyone can visit the Philippines.

If you can have a passport and a tourist visa with you, you sure can. Having these documents with you means that you're safe to go. Enjoy the tropics this summer...

Yes. as long as you passed the immigration clearance, you have a passport and a roundtrip air ticket.
