As much as I hate to say it (and I do love Dolly), I think it would have to go to Madonna.
She broke the molds for female performers in her act and in her life. If it wasn;t for her courage on and off stage, female performances would still be back in the 80, singing great, but with very little show.

Of country singers, I believe Patsy Cline was the best singer. Of the other female singers, I believe Barbra Streisand has the best all around voice.
