If the teacher knows how to manage a classroom, they can gain the respect of the students and won't have a problem with punishment. On the other hand, if the students know where their place is and what their roll is (to learn) there won't be any issues.

Positive punishment? Maybe positive discipline is a clearer description. I think that it's very positive to talk to a student who is having behavior problems. In the talk the teacher identifies the inappropriate behavior and presents choices for the how the behavior can be solved. Most of the choices are positive choices for improvement: I'll stay in my seat, I'll not disrupt others, etc. One of the choices is a negative consequence for continued behavior problems.
Sometimes a punishment is the only solution because of the nature of the rule infraction. Behaviors such as violence, bullying, racial, and sexual behaviors cannot be handled in a classroom and must be handled swiftly and seriously by getting the student out of the room and to his/her administrator for counseling and disciplinary actions.

I work with kids in special education, but I find that they respond well to a card system. Each child has his/her own paper pocket on the wall, and there is a colored card sticking out of it. The cards are green, yellow, red, or blue. When the child does something negative, the card from the front is moved to the back. I usually have the child move the card, so he is taking responsibility for his own actions. Depending on what card the child is on at the end of the day, the child gets a certain amount of free time and a certain number of points to use at the school store. Does this make sense?

Punishment is a penalty for a student's negative classroom beahvior. I do not know how to administer "positive" reinforcement for a student's "negative" behavior.

What exactly do you mean by a positive punishment?? At my school, teachers usually send people outside or to the office if they are being too bad, or make them switch desks. I'd say those are negative punishments.
