700mm refers to the focal length of the telescope...the distance the light travels from the objective lens/mirror to the the point the light converges into an image (usually the eyepiece). With a refractor..that means basically the length of the tube, or some close approximation of that.
However, in the case of a reflector, the length of the tube could actually be shorter if there are multiple mirror involved (this probably not the case with you...700mm is very short for a reflector telescope)

This is generally the focal length of the primary --be it a lens as in a refractor, or a mirror in the case of a reflector. It measures the distance from the primary to that point where the light entering the telescope is brought to a point.
700mm is 27.56 (rounded) inches.

when someone says 700mm telescope, they are referring to the width of the lense or mirror. there are 1000mm in a meter, so it is a little under 3 ft wide.

A meter is 1000 mm ( or ~ 39 inches) so a good estimate would be about 30 inches
