However, if by "global" you mean one job site that covers all the countries on the earth, there isn't one that extensive yet, if ever. It would be hard to have a single site that could deal with all the different character sets comprising the various alphabets in the world.
US-based sites like Monster have branched out with additional sites in other countries. CareerJournal covers the US and Canada, Europe, and Asia in different sites. CareerBuilder covers the US and Canada.
Each market (country) also tends to have their own native job sites, and those are often the ones used the most by the people in that country.

Indeed.com aggregates the job search results from most of the major job search sites including Monster, Craigslist, Careerbuilder and hotjobs.
They also don't hassle you to register like some of the other sites do before you can do a simple search.
