Essentially, an electric charge that is the same as the one in all the other hair strands, and since like charge repel one another, the hair will try to stay as far away from the other as it can, and if that means stand up, well, this is what it will do.
Hair do that because they are poor conductor of electricity, hence an electric charge will stay in the hair instead of flowing away (as it would do on a piece of metal, for instance)
