I had someone look at my PC to help with unrelated issues, but while doing so they made themselves the admin and by the time i figured that out they were gone and i can't track them down now. Now i can't make any changes because i can't log on as the admin. What are my options?

you have 2 options, first is to search for the files with the extension pwl. do a search like this *.PWL
the * is for any named file with the pwl extention

second option is to unplug the power cord and take the cover off your computer and remove the battery for around 15minutes to ensure a complete clear of the cmos passwords.
i just used the option 1 on a compaq i am working on as we speak.

I assume you mean that they have set a password to log in and you don't know it. Can you get into safe mode and use the registry. If not, use the startup disk to access the C disk and modify the registry.

You need to get erd commander , it resets your passwords, you just boot the disk like you would a windows cd and you get all kinds of option, worked for work when the last employee left I had to reset the password:
