don't use a extension cable and format your drive and try in other pc.

Try different USB Ports and make sure your USB drivers are installed, look in your device manager settings. Use the software provided with the hard drive also, make sure your operating system can handle the size of your hard drive. Look on the box to ensure your system can handle the recommended system requirements.

Make sure it is connected directly to a USB port & not via a hub ... this is one known cause for this issue.
Also, try going into your adminstrative tools (under disk management) and change the drive letter for D: (CD or DVD drive) drive to F:
- sometimes the external drive needs to be assigned D: & for some reason or other it is unable to automatical re-assign existing device drive letters.... this is aloso a common cause for this problem.

Do your USB ports normally work?
Did you follow the installation instructions provided with your (I'm assuming) external hdd?
Is it plugged into an electrical outlet?
Do you have your windows updated? Maybe XP SP2?
