Try reducing hardware acceleration on the video card and see if that helps

Right click on the desk top click properties
Check the settings tab then the advanced button
on the new pop up window click the Troubleshooting tab
Adjust the slider to reduce the acceleration.

Edit:

Another thing to check is the video card driver. In control panel click System then click hardware manager. Browse the hardware list and click on the video card item. You can check your driver and try to reinstall it or check for an up date.

As you reduce the slider there will be a description as to what the reduction does. It should help identify what else you can look for if a reduction improves your situation

sounds like some malware program. or you deleted something you shouldn't have. restore may fix it.
