NBC always comes out with top quality shows:
Scrubs, Friday Night Lights, The Office, Heroes.
But ABC has Betty, Greys, Lost...etc.
CBS has...well, CSI
Fox has Idol and The Simpsons.
WB has a great deal of quality as well.
My vote goes to NBC.

NBC.
It's the only network that produces shows that I really look forward to during the week.
Monday- Heroes. Come on.. if you've seen the show you know it's a full hour of excitment.
Wednesday- Friday Night Lights.. so good.
Thursday- Comedy Night Done Right. The Office and 30 Rock are by far the best comedies on television. No laugh track, and really witty.
As for the other networks.. I watch House (Fox) and Greys (ABC) but i really dont get as excited for them.
NBC all the way.

For me, NBC with ABC a close second. Then Fox. Oh. But CBS has Letterman and to me he's Quality Comedy. Maybe CBS is first or second.

If you're talking about non-cable, and non-PBS, television networks, I would have to say N-B-C, because it carries the "Law and Order" franchise, and it used to have "Homicide: Life on the Street."
As for cable networks that has the most quality shows, it's a toss-up between The History Channel and The Discovery Channel. I would give the slight edge to Discovery.
P.S. FOX?! Give me a break.

For the major networks, it would definitely have to by NBC for all the shows you've mentioned. I enjoy "The Black Donnellys" and "30 Rock" as well.
For me personally it's HBO, The Sopranos, The Wire, Rome, Deadwood are all superbly written, acted, and directed.

tie between nbc and fox for me. You forgot about 24 on fox.
