I use Paragon Partition Manager to merge them together. But it seems that I can't. What should I do to be able to merge them together and have my used to be 35 GB drive back to 35 GB (currently it's 28, 7 was unallocated).

Control Panel>Administrative Tools>Computer Management>Disk Management. Right click on the D partition and delete. You now have your C disk and free space. Paragon should be able to expand your C disk. If not, use a Linux distribution.

You should be able to. You could have too many files on the D: drive. It could be that adding the remaining space will increase the cluster size and there isn't enough space for a larger file system (FAT32 or whatever). It seems that if the space is truly unallocated, then you should be able to expand your D: partition to that size.

Have tried Paragon Partition Manager lately. I got it from this site http://bit.ly/1k3BAmK
It's a very simple and nice software.
