If it's a hand puppet, it's super easy. Make a small paper mache ball (dip newspaper strips in glue and then drape) and then let it dry. Then take a piece of cloth, fold it in half (make sure its wide enough to fit over your hand and arm), then sew it shut. Cut holes for the puppet's arms to go. For the arms, do the same thing you did for the main part, but smaller, sew those onto the main part. Take the paper mache ball and hallow it out enough to fit your fingers. Then take a hot glue gun and carefully glue the main part fabric to the head. You can paint the face anyway you like and use yarn for the hair.

A marianette puppet is a little trickier, i'm sure there's directions out there on google.
hope i could help
good luck

The hardest part is the head.
Shred lots of old newspaper into one-inch squares and soak for a couple of hours in either wallpaper paste or flour and water.
THIS BIT IS IMPORTANT FOR SAFETY REASONS. Wrap a couple of sheets of dry newspaper tightly over the bulb, making sure you cover all of the bulb. It can be held by elastic bands round the base.
Now apply the squares of wet paper until you have a good thick layer. You can then add bits for the nose, ears, and eyebrows. Model them like clay.
Leave to dry. This could take a couple of days.
Tap the 'head' sharply on a hard surface. This will break the glass. CAREFULLY remove the glass and bulb from the mould.
This is why you need the first couple of sheets of dry paper. If you pull those out, any fragments of glass will come with them.
You can now user poster paints to make an interesting or comical face.
The jacket is made by cutting a hole slightly smaller than the neck of the head in a diagonal piece of material, and forcing the head into the hole, attaching with superglue or similar. You can then cut the material into the shape you want, having got a front and back.
I spent many hours as a kid making these puppets, as did my brothers. No one got hurt, and it was cheap fun.
But if you are young, please show this to your parents and have them watch what you are doing. We never got cut, and if you follow these instructions carefully, then neither will you.
I hope you have fun making your puppet whatever way you choose.

Get an old light bulb, and wrap a couple of sheets of newspaper round it, completely covering the bulb. THIS IS IMPORTANT.

Just any puppet? Like a sock puppet or paper bag puppet? or you can use an oven mitt, regular mittens. Use buttons or coins for eyes.

Here's two sites with how to instructions.

Make a Papier Mache puppter

When I was a kid (dark ages) we made papier mache out of torn up newspaper and old fashioned paste glue.

You could also just paint your hand to look like a puppet and wear a dark sleeve.

http://www.teacherhelp.org/puppets.htm has a lot of different puppet resources, depending on what kind you want to make, how sophisticated it needs to be. Some of them are actually really cute.
