Confused about this duel processor tyan board...?

Ok folk's...I'm watching on ebay an older Tyan board with duel processor supported already running 800mhz. in two sockets. Now does this mean when its running it will actual;ly run at 1600Mhz. and if not, then why have two cpu's.?

its not two cpu's .. its duel core cpu .. its one cpu with duel core inside

in theory 1600 mhz yea
