No, those are two separate events. Now if you are the president of a company wanting to know down to the keystroke of every employee THAT is micro management. Discuss or addressing a question is just as it states.

No. Especially where the group discussing or addressing the issue is reponsible for doing so. That's doing their job.

Micromanagement is doing someone else's job, specifically doing a subordinate's job.
