What are these symbol's >> and why are they at the beginning of every sentence in so many joke emails?

What purpose do they serve, and why are they only on certain email, usually I find them on joke emails?

It's a holdover from the days of BBS posting.

It usually comes from forwarded messages as HTML, something called hyper text markup language.
