It is never too late to relactate - even if you have never even given birth, you can, with time and effort, produce some milk. It may not be enough to feed the baby 100%, but in your situation even a little breastmilk will help the baby with the constipation problem.
You should contact a lactation consultant about pumping, medications, etc. to help you - but the easiest thing to do is just put the baby to the breast. Even if he does not get any milk at first, the sucking will help stimulate milk production as well as provide comfort to the baby.

Yes, she still can. Actually, any woman who has ever been pregnant, even it resulted in miscarriage, can stimulate her breasts to produce milk. But it's not easy. She would need a really good breast pump, and a lot of commitment of time to get things going. So it's really up to her. I think there is a section on this in the La Leche League book- The Womanly Art of Breastfeeding. If not, they can recommend some information to help you.

before 4 months she has a REALLY good chance of getting back a full supply. It takes alot of work, but it will be well worth it for your little one! Heres some info to check out... does she have a pump?

I have been done nursing for a year and a half and I can still get milk easily. Would it hurt to try if that's what she wants?

You have to go to lalecheleague.org they are the best and I have used them myself. I lost my breastmilk and they helped me get it back. You can put your contact infomation in and a live person will contact you and help you to get it back. They are great and the will keep in touch and guide you the whole way through. Good Luck

Good article:

If your wife isn't interested in breastfeeding, do NOT force her. It is her decision and her body.
