Rich is confusung 2 things. BT kills catepillars, not grubs--so it will not affect Japanese beetle populations. And it does not cause Milky Spore disease. I would use Sevin dust. It's been around for a hundred years and is safe enough to put on dogs and cats for fleas. It also does a nice job on beetles. Some companies put green dye in it so it doesn't make your roses look unsightly.
Or if you prefer a liquid spray Sevin also comes in a liquid concentrate.

In the short term get a wide mouth jar with water and a few drops of gasoline in it. Put the jar under the beetles and touch the leaf they are on. They will let go to drop off and end up in the water where they can not get out alive.
In the long term get BT powder and sprinkle it on the lawn and then wash it into the ground. It is a disease (milky spore) that is specific to Japanese Beetles. It kills the grubs they come from . Then their corpses stay in the ground filled with the BT spores. That makes it more deadly the next year and the cycle continues. Each dead beetle has spores to kill the next generation of beetles. It is all organic, non-toxic to people or birds or even other insects, and will grow in intensity and spread through your lawn and your neighborhood. Except for an occasional beetle flying in you will have no more of them (and if that beetle lays eggs and grubs grow they are doomed too).

My grandmother used to put some coal oil in a can and send me to the garden to pick off the beetles and drop them in the can. They died. While that keeps a child occupied, it can consume to much time. I've had luck spraying my plants with a mixture of 1 tbsp of dish soap to a gallon of water.

I spoke with a older Italian women who swears by garlic spray. She told me to blend the garlic cloves with 1 tbs oil which helps it stick to the plant and water, strain it and spray on the plant. Not sure about roses but it works for basil.
STAY CLEAR OF JAP. BEETLE TRAP!!!!! THEY JUST ATTRACT MORE TO YOUR PROPERTY.
