No, not street legal in California, and probably not legal in any other state.

CA law has specific requirements for light visibility on headlights, brakelights, and taillights. It also states it's illegal to have unapproved light modifying devices installed, and, since these alter the light output, they would be illegal one way or another.

Most states if not all have similar laws regarding the headlights and taillights.

i own a repair shop,and its not a 100% legal anywhere to have them blackened,out ,they made me take mine off my camaro ,and gave me a ticket for them,so i would take them off,its ok to have the a little dark,but not completely blackened out,they look good like that though but they are not street legal in some states like that ,good luck i hope this helps.
