I have noticed utility companies often do this when the turn the gas main back on after having it off for some reason. What is the reason for individually locking each customer's gas valve closed?

It is for safety. In case you turn on the gas. When they turn it back on you would have a gas leak

Because of the high oxygen content in the new lines that have been open to the atmosphere,

Those lines need to be purged right up to the gas valve, then purged again inside the house at the furnace and water heater. Pilots relit and safety assured. The gas company does this for free.

When a line is repaired or any changes have been made to it the line is pressurized and left standing in order to test it for leaks.If your line wasn't turned off it will damage the gas valves on your furnace,oven,water heater,etc.That would be dangerous.

That's so when pressure is returned to service the gas isn't just going into a home unchecked. If it was unchecked it could be the cause of an expolsion. Safety first!

because they are responsible to light all pilot lights after they do line repairs.. If they don't Lock them out, some idiot could turn on the gas and they might cause a possible explosion.

So your house don't blow up in case of a leak or something else unbeknownst.
