If there is already a light or electrical fixture where you want to put the chandelier, you can probably install it by carefully following the directions that come with the chandelier. If there is no electrical fixture there now, you will need an electrician to install a box in the ceiling and run wires to it. If there is a room above the dining room (like in a 2 story house) then it's going to involve a lot more work. The drywall will have to be cut in several places to allow the wiring to be run to the new fixture box.

If you have an existing ceiling light, it can be done. Just make sure the wires are hooked up correctly. You must turn off the breaker to that room first.

It should come with a complete installation kit and instructions, make sure to turn off the electricity(the breaker) when doing the wiring if it's a lighted one.
