Not a scratch built vehicle (to the best of my knowledge); there are however, several manufacturer's sites that allow you to "custom build" the model of your choice. You can select optional colors, interiors and (manufacturer's) wheels.

In order to design your own car, you'd need a "cad" program (Computer Assisted Design), which is not inexpensive!
