Even if you already know you have gay feelings and will seek out gay relationships as an adult, what you are describing is sexual molestation. It is physically normal to enjoy being touched, and kissed; your body doesn't know what your cousin is doing is not only illegal but wrong.
Please don't allow this to become your first "complete" sexual experience. People who take advantage of close relationships to find someone they can use for their own sexual pleasure are abusing the relationship, especially within a family.

I would wait and let your body and mind mature to see if you are ready to make such a decision. You are at a very hormone raging age, and can mistake a lot of "feelings" to mean something they don't, just because it makes you "feel good".
