the 1st would work without the comma:

Actually, I meant to say that that is phenomenal!

but the 2nd is better, with a comma, colon or dash:

Actually, I meant to say, that is phenomenal!
Actually, I meant to say: that is phenomenal!
Actually, I meant to say - that is phenomenal!
