India has more than 50 cities, 5000 towns and 500000 villages. Where you are coming ?
However any where you go you would find a school for teaching you cooking.

There is no such thing as one Indian food. The north and south have drastically different cuisines, and each region has it's varieties.

Are you looking to make tandoori grilled meats and naan breads?

Idlys, dosas, coconut chutneys?

Veg or non-veg? Kerala fish curry, Goan fish curry, Bengali fish curry, or Sikkimese fish curry?

Tibetan breads and momos?

Gourmet? Home cooking?

Rice meals or flat bread meals?

Basically, if you are wanting to learn how to cook, I'd do a food-oriented tour of India first- even if it all done within Delhi. Explore all the different cuisines, and only once you know exactly which style calls you should you starting asking around.
