Sweetie, you're just a small troll so your maximum velocity isn't going to be so great - why not try leaping of the bridge you live under and have your goblins at the ready to catch you - just in case?

I would advise the Douglas Adams approach.
All you have to do to fly is learn to throw yourself at the ground and miss.
Otherwise, no joy - The Earths gravitational field strength is just a little less than 10 Newtons per Kg, so your only realistic chance is to have a mass of less than nothing - good luck with that.

your maximum velocity as a human being(i assume you are human?) is about 30mph and thats for a top athelete (again i assume your not a top athelete?) but even at that speed your would drop like a stone! best place to try is a low cliff over deep water or maybe a pier? lol

you'll still drop faster, then going farther. But you will be flying downwards. And anywhere you might try this, the cops will arrive shortly after you have taken your nose dive.
