It has to do with nerve endings and blood flow. Any part of your body that has a distincively different color (redder usually for Euro descent and darker for others) means there are more nerve endings, thereby making it more sensitive. Think about areas of your body that have different colorations (ie. nipples, lips, genitals) and they all have more sensitivity.

Probably the blood..? Think of how much they are moved and stuff. Definitely increases blood flow.
Also, when its cold, lips get less red and get more discolored and paler. If the blood thing is true, then this makes sense because when its cold there is less oxygen getting to the blood making the bloodflow less.

Sounds kinda weird, but I remember hearing on television that it is an evolutionary trait to mimic the lips of the vagina being red.
hence...lip color. We color our lips to make them more appealing to sexual partners.
But...that's just what I saw on the TV
