First of all the idiot should be wearing a seatbelt then the answer should be 0. I take it there are no air bags in the car. O.K., believe it or not he wouldn't! Using the breaks to stop a car from 90mph does not decrease the speed fast enough to launch a 200 pound person 'through' a wind shield, however his/her head might break it. You would have to stop the car with far more deceleration to launch 200 pounds 'THROUGH' a wind shield. Now, if you were to hit something solid enough to stop the car immediately upon striking it; that would launch the person. But; depending on the location and posture of the person and whether they strike neither the wind shield frame or the dashboard and what kind of wind shield it is, then you may be to calculate the distance........way to many variables to make any determination without ALL the facts.

he'd leave a big grease spot on the windshield, that's for sure...

I say he'll fly about....5 yards. that includes the rolling over and the crushing of the bones.
