Yes, several times with my hanging plants. You just have to leave them in a glass jar with water until they get real hearty root systems.

I tried to grow a heather plant from a cutting once if that's what you mean? I bought this special rooting hormone powder from the local garden centre which is supposed to help.

Yes. This seems to work best with something like a coleus. (All the rest I tried simply rotted.)

I've tried and failed.
I've also tried to grow carrots from their tips.
