Yes you can. I have had to do it before when my phone was turned off but we got into a bad car accident. The problem was that the GPS did not work on it because there was no service.. but i was able to give a detailed location so they could find us.
I actually didnt know it was off until i tried to make another call a few minutes later. so i kind of found out by accident.
I also found later that a womens shelter was taking used cell phone donations to give to clients in the case of an emergency. There were no minutes or service on them but they could dail 911 if they were coming back to the shelter late at night (night shift workers) and came into trouble

As long as a cell phone has charge in the battery it can call 911.

Yes, you can always dail 911 no matter what. This means even if you don't have service and need to place a 911 call it will go through.

Emergency numbers are free to call from cell phones because they kinda have to be when there are inevitably going to be people who are out of credit and in danger lol.

yes, because its an emergency call, and when you call even with minutes on it, it does not charge you minutes
