Are you hosting the party? In that case, leave out plenty of ashtrays, you can buy them for a pound each at most supermarkets. Or, if people are moving about alot, you can give each smoker their own empty eggshell. No, really, they can put out the ciggy in the shell and it's heat resistant. They can dispose of the ash and eggshell together when they've done. There's the option of getting everyone who wants to smoke to go outside, but it's still a bit nippy for that. If people have any respect for your place they shouldn't mind if you ask them to be careful. Have a good time!
P.S. Save any lectures about giving up smoking for another time, you don't want to spoil the party spirit.

Banish all the smokers to the patio/garden.
Sorry to hear about your jumper , if Aunt Elsie is an old school knitter, she will have kept the remains of that ball of wool, just for emergency repairs. If not , take the jumper into your nearest family run "Enid's Wool Shop" and ask Enid, if she knows anyone who could do a quick repair, Enid will probably colour match , and repair for you, for a reasonable fee.

Choose your company better and only go to parties where people are too polite to inflict their habit on others or that are held in a restuarant and don't go outside with them!
If you are a smoker, take it as a lesson! and never wear something with sentimental value at parties. I've burnt enough of my own clothes on windy nights standing outside to know what a hazard it is! As I'm also old enough to remember when smoking was a majority activety and it was 'cool' or 'macho' according to the adverts! Even the Doctors smoked! I'd say quit now while you have time to make difference! There is something more valuable than clothes at risk > your health.
