In that era , Germany was a msh mash of stone and bronze age tribes that had nothing even resembling the organization of a kingdom.

Correct, there are other places in Europe apart from Rome and Greece.

In biblical times, Europe was a collection of small tribes living a mainly agricultural lifestyle. A "King" could have as many as a thousand subjects.
