I was wanting to know if you can wipe all the information off your hard drive and how to do it, and can you use it again as if its a totally new hard drive.

you can made clean installation from your operating system. But let me tell you that if you delete all of the hard disk, there is away the professionals can return back. Like computer forensic experst, penetration testers and so on.
