We will kind of go out of order, but get to all your questions. First, yes you can have a betta with neons for general keeping, but not if you want to condition and breed the neons. As far as sexing the neons, in a way you have nothing to worry about because you have so many. Neons are difficult to sex except that the females are larger and fatter when they are ready to breed. with this name you can pick out 3 fatter ones and 3 thinner ones and be sure you have at least one of each sex. Breding neons and raising the fry is a quite touchy thing. They require some very exacting water conditions. here is a link to an excellent article about breeding neons. It's not easy but if you really prepare you can do it.

Only experts are going to be able to get neons to spawn and never in a community tank.

However, you can tell the sexes apart pretty easily. Females are larger than males and slightly deeper through the body.

You can't realy tell which is male or female, you need to wait until you can see that one is fatter than the other (female, who has eggs)
