if your throwing it on their driveway of course they will be throwing it back. But if it's on the lawn who would complain?!

SHOULD NOT NEED TO BE A LAW ... IT'S COMMON COURTESY, If your two driveways meet in the middle ..... you should both shovel the snow and deposit it off the driveway ... but on your side. If there is enough space between the driveways and your property lines to put the snow ..... you could put it there .... but the snow you shovel should be put on your property and the same for your neighbor.
You could both be there all day shoveling that snow back and forth. I would assume you two do not get along or communicate very well.

If you get to the level of settling the dispute based on the laws then nobody is happy. I'd think about where you put the snow and try to figure out if there is any reason it would bother your neighbor. Is it on top of shrubs? Does it make it hard to see to get out of the driveway?
If not, then the neighbor might just have made a mistake or, worst case, they are really up tight about their lawn or something.
It doesn't sound fun, but I think it almost always works out to go talk to them. I'd say something like: "I noticed when we were both shoveling during this last snow storm that snow from your side spilled onto my driveway. I thought I'd come over and see if we could come up with a way to get this snow out of the way as easy as possible for both of us."

My neighbour hired a company last winter who snow blowed snow against our vinyl siding house damaged it, broke the window well and then deposited their ice chunks of snow off their driveway onto our property until we finally complained, so we put up a snow fence this year and they are not very happy. LOL

There probably isn't a law against it, it's just a courtesy thing. When my neighbor puts his snow on my driveway I usually throw it in front of his front door.
