The best thing for your four story building situation is a baby sling.

They are awesome, and meet your baby's need for being held and being safe and being comfortable. They are useful beyond measure because they can fit anywhere and go anywhere, unlike strollers. You can 'wear' your baby all day, including while you're using your hands for other things.

In this world, there are things to encourage 'detachment' between baby and parent - cribs, strollers, bottles, day care for example - and there are things that encourage attachment - slings, nursing, co-sleeping, minimizing infant/mother separation.

Detachment practices cause a child to be less likely to bond with mommy and others. Detachment practices hurt a child's intellect and emotional well=being.

if you dont want a big pram with seperate carrycot but still want something flat for first few months, the silvercross 3d sleep system is ideal. or mamas and papas pliko pramette which is lighter then the silver cross but not as padded.try your local pram shop for advice or go on to baby websites.
