In fact in real life I talk to people all the time. Not really on line though umm apart from questions and answers and Lefty through mail.
Where I was dragged up people talked to you in the street all the time, so I still do this. I even smile at people in the street and give them eye contact lol doesn't everyone?

Is the person mentally ill, rambling, or otherwise disturbed? Is the person threatening in any way?
If I am in a safe place (other people around) I never have a problem talking to strangers. Maybe they are just lonely and I can show interest in them for a few minutes. I often randomly talk to people myself, particularly if we are stuck together like on the subway or in line. People never seem threatened by me when I do this, but then I am pretty normal, LOL.

start talking back to them, although i would question why they had come up to talk to me, and if i didn't think they wanted to do any major harm, then i would be fine
