I'm going to assume that you are not a native English speaker.

The United States is performing an expirement to show whether increased daylight-saving time will reduce energy consumption in the country. If it does, they will consider using this as a standard in years to come. If it makes no difference, they will revert to the previous system of daylight saving time.

Personally, I like the idea of the Sun being at its highest point at Noon. Mid-day should be mid-day.

I think it's to save energy. I think they should just put it the middle and leave it year round.
