Two possibilities come to mind:

Lesions at the fin line are usually caused by one of several bacterial infections. They can be from the same bacteria that causes fin rot or systemic infections that present there first. Luckily exact identification of the bacteria isn't necessary as they are all treated the same way. If you see no indications of fungus or columnaris (fuzzy white stuff growing on the fish) then it's certainly bacterial and needs to be treated with a broad spectrum antibiotic such as Furanace or Maracyn 2. Considering that it's an open wound I would treat the entire tank, not just the infected fish in a quarantine tank, but that call is yours as it will disrupt the cycle of the tank.

The other possibility is neon tetra disease. This is quite a long shot as it usually presents as white areas of no coloration along the dorsal area first, then can become sores. If this is the case there is no cure and the fish should be removed prior to it's dying to prevent spread of the pathogen. There is no known chance of it spreading without the infected fish being consumed in part by another fish.

As you treat the fish, I would watch very closely for fungus infestations as these can easily occur even in a very clean tank when an open wound is involved.
