The Japanese army. They saw the Chinese as inferior beings. Mao was not an angel and also murdered a lot of people. However, in the long run, he led to China becoming a modern state. The Japanese at the time were not interested in the welfare of the Chinese people. They were interested only in building a colonial empire for their own benefit. It did not matter to them what happened to the Chinese or how much the Chinese suffered. Unfortunately, there is still a lot of prejudice, anger and resentment on both sides today. Also, not all Japanese people supported Japan's policies then, and even fewer Japanese people today approve of the policies at the time.

Mao may have caused millions to die but it cannot be doubted that the common person in China was given more benefits than they had under the rule of the emperors.
Likening him to Stalin and Hitler is naive in the extreme.
He also set the blueprint for modern China which is on the fast track to becoming the next global super power. Despite the human tragedy, from a 'the end justifies the means' point of view' you'd have to say he was ultimately a good thing for China.

Think most would find an invading army that slaughtered hundreds of thousands (maybe millions...figures for the Nanjing massacre are uncertain) and used it's citizens as guinea pigs to test chemical weapons on as being a more malevolent force.

The two are really incomparable - the Japanese army and Chairman Mao, and the Communist Party of China's policies - both were bad for the Chinese people.

Both were very bad and extreme. The worst between those two choices I would think would be Mao because the aspects involving him lasted far longer!

Depends on what you mean by worse.

Mao's regime resulted in millions of Chinese dying from famine in his Great Leap Forward programs, but yet he was still a Chinese who ruled in the name of China. His programs may have been a failure but that was not out of purposeful aim to kill Chinese.

Japan killed less Chinese during World War II but committed atrocities such as rape and murder of women and children out of a desire to conquer parts of China in the name of another country.

It's subjective which is worse... I wouldn't be able to tell you.
