It is true and it is China's attempt to control their rapid population growth. One problem is that the Chinese place more value on a boy than a girl so there is a tendency to only have boys by aborting a girl child. Also the rule was generally ignored in remote rural areas hence the rule about have a girl first

I am not sure on the only 1 child, but I know there is a limit. Also, boys are wanted more because of them being stronger and able to help labor more. I think, but am not 100% positive, that the child limit has a lot to do with China being overpopulated. Also it isn't an actual "law" more of a suggestion. It is kind of sad when you think about it, but if it wasn't for this rule, I wouldn't have my little sister who is adopted from China.

As I understand it, when you have your first child, a man from the government comes round and pats you on the back, gives you a prize, free schooling and a certificate congratulating you on being a modern, progressive, single-child family.
If you have a second child, he comes again and takes it all back.
If you have a *third* child, he comes round and presents you with a bill...
Damn sensible, if you ask me - although it affects the poor more than the rich. But then, when you think about it, that's what it's all about.
