I live in UK. My house is next to an empty plot of land which adjoins a scrap yard. I wonder if there is a way of getting the land developed. The scrapyard frequently burns bonfires and a few years ago the whole street had to to be evacuated because of noxious fumes.

call the city i bet they are not allowed to burn things if they are near a residential area. Check the local bylaws concerning this problem

Take some proactive measures like planting hardy plants which have thorns there, should keep the junk people out. Try for something that has nice blooms in the spring, those plants usually have thorns.

Beyond that try to find out who the owner is and approach them about getting it developed into something. Find some community group (or start one) and try and get it turned into a community garden or have something done to it.
