For better system wide compatability I decided that it would be more efficient if i used a animated gif graphic to make a link.
So when the user puts their mouse cursor over the graphic it expands with a sub menu. And so I guess what Im asking is can I have 3 links in that submenu even though its a gif.

I think HTML Image Maps may work for you. An image map lets you define different areas of your image as different links. Your best bet would be to search for "HTML Image map"
